This is not accurate. Katerina presented a paper with coauthors from Russia on experiments with asset allocation under different rules. Motivated by Russian spectrum auctions. There is an interdependence between (use) effort and the allocation mechanism.  If spectrum is allocated via an auction that will elicit different effort compared to a "beauty contest" allocation (a beauty contest would be soliciting plans to use the spectrum in a particular way (convert from military to civilian use) with financial guarantees to that effect.)

All the presentations were interesting and well done.
